Position Purpose

Provide planning and program management services for KLJ projects in a timely, accurate, and cost effective manner. The primary function of this position is lead business development efforts for traffic engineering projects and studies, manage successful pursuits and lead technical staff. This position will require technical competency and a history of successfully managing a variety of transportation planning projects ranging from corridor studies to long range transportation. The applicant should also have an understanding of the environmental clearance process.

Essential Functions

Provide professional planning, technical, and program management

Prepare site analysis, concept design, design development, and presentations

Provide direction, review, and support to the group by leading projects; assuring proper practices and techniques

Use software and equipment to prepare and revise technical drawings and plans using company established standard procedures

Provide quality control by reviewing completed work to ensure compliance with KLJ quality standards

Communicate consistently with the project manager, client and contractor

Read and interpret plans to assist with client management and effectively communicate to answer inquiries from coworkers, clients, or the public

Must have a valid driver’s license and be able to operate motorized vehicles

Assist with the coordination of business development and marketing strategy

Adhere to project budget and schedule

Instruct, train, and mentor group members and support staff


May serve as project manager on designated projects

Participate in and facilitate meetings with stakeholders and clients

Public involvement may include reports, graphics, presentations, and other visual material

Confer with project team members and clients to lead, prepare, and participate in project proposals and interviews

Assist with design, plans, specifications, reports, maps, schedules, estimates, data collection, and documents and agreements as needed

May plan, organize, coordinate, prioritize, and monitor client relations


A Bachelor’s Degree in planning, civil engineering, or a related field and 10 years of experience is required.

An AICP is required.


A Master’s Degree is highly desired.

PTP or CTP Certification is preferred

Previous experience in senior level management

Experience leading public input meetings

Experience with markets, clients and projects of specific service offering

Network of existing relationships

Sound knowledge of corridor studies, long range transportation plans, transportation funding mechanisms and environmental documentation.

Specific vision abilities required by this job include close vision, color vision, depth perception, and the ability to adjust focus.

Hours and Travel

This position requires the individual work 40 hours per week with 75% of the time spent in the office and 25% at client or public meetings.
