The primary focus of this position will be providing technology leadership for OptumServe and LHI (federal contractors doing business with the U.S. Government). This includes the development of a multi-year strategic IT plan that optimizes the business and IT priorities, the integration of technologies required to enable OptumServe business units to reach their respective operating objectives, and ensure technologies enabling the capabilities needed by their customers at the price point needed to win contracts.  Successful candidate will partner with OptumServe leadership in setting overall technology direction and thought leadership, leading the IT development and operational execution at LHI, leveraging the best practices within Optum Technology, and coordinating with an integrated cross-functional technology team including product owners, program managers, and IT operators. 

In this role the CIO will coordinate, communicate, and monitor IT Product development and technical operations for the OptumServe lines of business. They will also participate in meetings with the leadership, customers and IT leadership as they identify trends and assess emerging technology that best aligns to both IT and client strategies. This role also engages with the product team to ensure a complete understanding of the customers’ needs to deliver products from concept to proposal, to implement and run within contracted KPIs.

Specific responsibilities will include: 

Build and maintain the relationships with the OptumServe leadership at the operational and strategic IT level

Ensure solid performance of applications, infrastructure, telecom and data center services within proper security guidelines per contracted agreements

Scale IT staff, skills, infrastructure and applications to meet the growth goals as established by strategic direction and contract trending

Assume an escalation management role and act as a customer advocate within IT

Perform strategic business consulting as a thought leader to drive and influence the creation of innovative products/services

Maintain relationships with appropriate technology partners (internal and external) in developing, deploying, and supporting technical solutions

Drive consistent communication across a cross-functional IT team, as well as within the leadership team and customers

Act as a liaison between IT, operational areas and customer

Represent IT in customer meetings

Establish and maintain effective communication channels to ensure the customer aligned IT team is kept abreast of the major enterprise environment changes, key strategies and initiatives

Oversee all IT service to the customer

Understand the direction of the customer, identify opportunities and make recommendations to support their strategic direction and critical business needs

Participate in stakeholder planning and strategy meetings

Ensure the correct parties are aware of the strategic direction, risks, progress, and results

Support ROI and obtaining value from IT related capital expenses, including support for costs and benefits included in the business case

Attend external customer meetings on behalf of OptumServe and/or its business units

Support business acquisitions by providing leadership in the evaluation of IT platforms and post-acquisition integration planning

Maintain security compliance per contracted agreements (FISMA, SOC2, DOD RMF, ATOs)

Professional Experience

Technology Executive with a minimum of 15 years of demonstrated progressive accomplishments

Balanced experience with all aspects of IT, including Applications Development (SDLC), Program/Project Management, Infrastructure, Data Center, Telecom and Contact Center technology

Experience with ITIL, Agile, Dev/Ops, Service Management and Shared Services

Experience working in a matrixed environment

Proven track record of maintaining and continuously improving client satisfaction

Understanding of consumerism and how to apply that knowledge in decision making

Experience in planning, managing, and implementing large-scale, strategic technology imperatives that positively impact customers

Adept at communicating a technology vision within a large corporate environment ensuring business and technology leaders understand opportunities, risks, and strategic positioning

Practical leader capable of creating and implementing plans to achieve strategic objectives

Experience working in a large corporate, matrix-managed environment

Capable of gaining support for initiatives through influence and use of business rationale

Experience contributing to the development of new concepts, products and services

Ability to understand complex technical issues and put in simple terms for key customers

Willingness and ability to travel 50% of the time, including 3 days/week in LaCrosse, WI

Ability to obtain favorable adjudication following submission of Depart of Defense eQuip Form SF86

As a requirement of UnitedHealth Group's contract with the Department of Defense, this position requires U.S. citizenship and proof of favorable adjudication following submission of Department of Defense eQuip Form SF86

, (the National Agency Check Legal and Credit or NACLC

). Successful completion of the NACLC process is a requirement for continued employment in this role. NACLC processing will be initiated by our TRICARE Security Officer post-offer, and can take 3-6 months for a final decision communication from the Department of Defense. Candidates will be allowed to begin employment with UnitedHealth Group in this role based on an interim clearance, and final results will be communicated as they are received. Failure to obtain final NACLC approval will result in termination from this role.
