Job PurposeTowson University is currently accepting applications for an Environmental Planner. This position will ensure the university complies with the state and federal environmental regulations, evaluate the potential environmental impact of assigned projects, and provide technical assistance to Facilities Management and other stakeholders. In addition, this position will prepare reports, manage data, propose recommendations, and participate in special studies and public education efforts related to campus land use, natural resource planning issues and other environmental initiatives as needed. Description The Environmental Planner manages the university's stormwater compliance in accordance with regulatory requirements. Develops and maintains the campus GIS stormwater map in accordance with EPA and MDE requirements. Works with EHS for resolution of campus stormwater issues. Takes the lead in the coordination of stormwater management policies and practices with O&M, Planning, and Construction Services. Collects data and develops reports including but not limited to stormwater management, forest conservation, greenhouse gas inventory\/reduction, sustainability, and recycling. Leads and assists in campus sustainability outreach efforts with students, faculty, staff and neighborhood communities. Helps to manage stream cleanups, stormwater education and training, Recyclemania, waste free events, community electronic recycling event, campus sustainability day, earth week and other sustainability events. Works with Student Affairs to develop new student led sustainability events and maintain existing ones. This position will be responsible for documenting, updating mapping and reports, and overall management of university natural resources (banks and easements) including but not limited to steep slopes, flood plains, streams, and forest stands. Works with facilities management and outside agencies to ensure campus development is consistent and compliment with regulatory requirements and campus master plan. Reviews planning programs, construction design drawings, and university operations to ensure environmentally responsible and compliant projects and procedures. Assists in the development and updating of the university's stormwater and sustainability master plans. Performs other duties as assigned to develop and promote campus sustainability. Qualifications Bachelor's degree in and two years of experience in environmental science, environmental engineering, planning or other related fields.\u00a0Excellent analytical, written and oral communication skills are necessary to be effective in this position. Must have the ability to work independently, to be a team leader and to be a team member. Must be able to be on-site to supervise contractors. Must have good people skills, be able to solve problems collaboratively, and be able to build and maintain good working relationships with on and off-campus constituents. Preferred experience and working knowledge of MDE and EPA requirements, including but not limited to stormwater management, water monitoring, forest conservation planning, carbon emissions reduction strategies and environmental easements. Working knowledge of GIS databases and CAD also preferred. A criminal background investigation is required for the hired candidate and the results may impact employment.
