Basic Function The current vacancy is with the Environmental Health Division of Saint-Paul Ramsey County Public Health. The will be working principally in the area of solid and hazardous waste management and other environmental health programs. The person in this position will work with division staff, Ramsey\/Washington Recycling and Energy Board staff, and consultants to help plan, organize, coordinate, and manage work in a number of program areas. The person in this position will work with other Planning Specialists, Program Analysts, supervisors and other staff. The person in this position should have knowledge and experience in project management, program implementation, strategic planning and policy development, understanding of environmental policy in Minnesota, and be skilled in research and evaluation.\u00a0 Assignments for this position include assisting in the implementation, monitoring and evaluation\/performance management of the Ramsey County Solid Waste Management Master Plan; conducting research and analysis for the Environmental Health Division; conducting policy analysis and developing public policy options and planning documents; assisting in coordinating joint programs with Washington County; coordinating elements of the division's work on community engagement, resiliency and environmental justice; and administering county solid waste grant programs. The basic function for Planning Specialist 1: To develop comprehensive long and short-range plans, projects and programs in the area to which assigned; to develop recommendations on policies, procedures, or services in response to specific issues, problems or disputes; to provide leadership and coordination of projects, procedures and plans in the area of specialization or department to which assigned; to review, services and programs to develop recommendations for service changes or to make budget recommendations; and to perform related duties as assigned. (This is the entry-level class in this class series. Once at this page, you can browse the alphabetical list of job descriptions. \u00a0 \u00a0 Examples of Work Performed Conduct studies, needs assessments and special projects to determine the need for and type of changes required in services in response to changes in the environment and makes recommendations for departmental implementation. Coordinate the work of county and applicable community groups to develop, implement plans and structures to carry out strategies and action steps. Analyze trends, research data, and changes in laws, rules and regulations to determine impact on the county or department and makes recommendations for response. Participate with other staff in developing and implementing long and short range plans to address changing service needs, changes in legislation, and to respond to specific problem areas. Coordinate with state and regional planning and implementation efforts related to the targeted population. Develop recommendations to integrate and coordinate county efforts across departments to improve the response to the needs of the population. Develop recommendations regarding the level and distribution of funding necessary to meet the needs of the target population. Develop and implement targeted fundraising strategies to raise private and public non-county resources to help meet the needs of the target population. Analyze evaluation data on services provided or purchased by the county or department for compliance with goals and objectives, and recommends corrective action where necessary. Represent the county or department at community and government meetings to explain department policies, programs and services as they relate to a target population or specific projects, and to participate in problem-solving meetings. Prepare plans, charts, reports, and other documents for use by other persons or groups affected by or involved in planning functions. Analyze proposals submitted to the department for funding and makes recommendations based on needs, appropriateness of service, and availability of funding Facilitate, on an ongoing basis, the work of a planning team of professionals from the operating departments or divisions to review problems and service needs to establish an appropriate course of action. \u00a0Prepare legislative proposals in response to the needs identified for a target population or in order to meet other needs identified to more effectively serve County residents. Depending on assignment job responsibilities will vary depending on department assignment. (The work assigned to a position in this classification may not include all possible tasks in this work and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the position's management approved work schedule is required.) \u00a0 ESSENTIAL FUNCTIONS : 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14 Minimum Qualifications Education: Bachelor's Degree in Business Administration, Public Administration, Social or Behavioral Sciences or related field. Experience: Four years of experience in planning, service delivery, or a related function appropriate to the department to which assigned. Other: A Master's Degree in a field appropriate to the department to which assigned may substitute for two years of the required experience. \u00a0 Exam\/Screening Process Information EXAMINATION: The examination\/screening process will consist of the following sections with each section weighted as indicated: \u00a0 Training & Experience Rating...................Wt. 100% NOTE: The Training & Experience Rating will be based on the supplemental questionnaire that you need to complete as part of your application. Failure to clearly and completely outline your training & experience could adversely affect your examination score and rank on the eligible list for this classification. Veterans' Preference: This is a classified position requiring an open, competitive selection process. Veterans' Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their DD214, and other supporting documents, and submit them as an attachment at the time of application. Eligible List : The names of all applicants who pass the examination\/screening process and file a properly completed application shall be placed on the eligible list for employment as a Planning Specialist 1. This list will be certified to the\u00a0appointing authority which may use this list to fill\u00a0a vacancy. Candidates\u00a0will remain on the list for one month or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.
