Where you fit in

The UK & Norway Conventional Oil & Gas (COG) portfolio is currently very active with a wide range of projects in the funnel and execution. These range from minor capex expenditure projects through to those that are $1bln.

This role will sit in the central Project Services Management Team and will have a remit over both Planning & Risk Management. The driving focus of this role is to help ensure that all future and current projects have developed and are maintaining credible and robust schedules and that all risks are appropriately reflected in the promises made.

What’s the role?

As a Planning and Risk Manager, you will be responsible in delivering system improvements or ways of working within the Planning and Risk functions . You will deliver, maintain, and manage standard and consistent full suite of Planning, Scheduling and Risk Management Delivery across the COG portfolio. The role will also drive project delivery and adherence to the 8 Project Principles; connect the team to the bottom line, set focused goals to deliver a Top Quartile projects.

Due to the portfolio nature of the scope, projects will be in all phases of the development cycle and thus require different levels of support. On a day-to-day basis, those that are in the Front End are managed by that specific team, those in execute by the respective project teams. This role will provide framework, guidance, improvements, and assurance to the quality of the work developed and will provide an overall integrated schedule.

Accountabilities:

Review existing ways of working, make recommendations, and implement any agreed changes to the overall framework and process for Planning and Risk Management

Provide the UK & Norway Project Services Manager with the list of plans required to execute the projects and their hierarchy relationship

Review and enhance the planning and progress monitoring procedures

Provide project management support in the development of the work breakdown structure, activities, logic, resources and progress of the integrated project schedule, i.e. baseline. Ensure consistency of approach across the portfolio

Instigate, develop, and police the planning and progress monitoring procedures to ensure that each project in the portfolio performs the processes timely and consistently

Lead Schedule and Risk Assurance activities on the Flagship projects to provide the Senior Management with periodic updates, forecast completions, together with the critical path and trend analyses.

Apply probabilistic techniques to determine and communicate the possible range of cost and schedule outcomes for the project

Analyse trends that offer early warning of any deviations

Co-ordinate the delivery of close-out reports as input to Lessons Learned and benchmarking efforts for other Shell projects

Assist projects to review scope change requests for the total installed cost & schedule impact as required

Provide strategic guidance to the Project Services team consistent with the project’s execution strategy with respect to Schedule and Risk Management

Liaise with and challenge Senior Project Engineering personnel to ensure proper understanding of the key schedule sensitivities and drivers

Own the overall schedule monthly progress update for the portfolio of projects, forecast, critical path and trend analyses. Develop status reporting framework and implement throughout the planning hierarchy. Provide regular and comprehensive schedule status reports to Project Management

Review scope change requests for the impact on schedules and the critical path of the project. Prepare reconciliation between earlier schedules and the current schedule. Consolidate the impact of approved changes and any deviations from the key project targets and milestones, including productivity monitoring and “What if scenarios” to aid project management decision-making

Contribute to the development of the project’s risk profiles and translate these into the plans using deterministic and probabilistic analysis methods, as appropriate. Regularly track the schedule risk mitigation efforts, the criticality of the main paths to completion, float consumption and the release of the 50/50 schedule contingency

Implement, ensure compliance, and utilise the Shell standard tools and processes

Dimensions:

Full responsibility for all Planning & Risk deliverables covering COG projects in UK & Norway. Ensure the establishment, maintenance, and delivery of robust & credible schedules across the portfolio of projects. Work with the embedded project planners to help ensure there is a consistent approach across the portfolio and that the ways of working are appropriate. Manage the Cost Schedule Risk Analysis (CSRA) process on projects in the development phase and help to support the individual Project Service Managers as part of their ongoing project Risk exercises.

The role will also be responsible to supervise the overall reporting function within COG UK & Norway, this covers monthly Executive Management Reporting and Annual Business Planning. Step in and support any projects that require support as and when required to do so.

What we need from you

Must have Primavera planning tool experience

Substantial experience in a Lead Planning & Risk role including the front-end, definition and execution phases of an Opportunity or Project

In these roles are/have been responsible for the establishment, maintenance, and delivery of the planning activity

Extensive experience in the development of SRA’s and broader Risk Management

Deploys new and innovative techniques to solve integrated project services issues

Frequent exposure to / interaction with senior levels of business leadership

Works within boundaries of policies and strategies and general agreements. Has large autonomy in adjusting objectives, policies and plans independently
