Interface and manage strategic relationships with business partners by representing & promoting IM capabilitiesKnowledge/Skills/AbilitiesManages and provides direct oversight of all health plan IT activities, by providing process expertise, managing relationships with Molina health plan leadership, business subject matter experts (SMEs), project managers, local IT staff and State Officials. Represents the Molina IT (MIT) Healthcare Systems and Services organization to the health plan and/or corporate organization for strategic planning, new requirements, priorities, Service Level Agreements (SLAs), and issues. Interacts with Business and Stakeholders to define, monitor and present MIT performance (Systems/Applications, services, project portfolio, financial) and facilitates IT process and service improvement. Builds and maintains business relationships to set expectations, and proactively reduce the possibility of delivery, service and compliance issues. Facilitates and leads business issue resolution and communications, and works with IT management to ensure Business needs are met with appropriate priority and/or within stipulated SLAs.  Responsible for reporting IT performance to the business. Accountable for customer satisfaction and engagement with IT. Oversee and ensure the quality of work deliverables for other project managers, and other resources. Serves as the direct contact for State Officials with regard to all IT functions. • Serve as a member of Health Plan Senior Leadership Team. • Builds, manages and maintains effective Business relationships with key stakeholders in business domain across Health plans, Corporate Healthcare functions, and State Officials.• Documents, manages and maintains state SLAs for compliance deliverables for IT. • Interacts with State officials and contracted providers for data accesses, submissions planning, gaps and improvements• Defines requirements for the analytics team, including full testing methodology, detailed plans for conducting unit testing, detailed plans with checklists describing how to utilize the tools and products.• Works with the projects and the workforce manager to plan project staffing needs for the department 6 - 12 months out including new projects.• Drives efficiency: looks for and documents ways to increase the efficiency through continuous improvement goals and process maturation taking into account budget impacts.• Maintains management/technical skills that can be utilized in the field to solve complex problems.• Maintains a Best Practices document available to all team members on SharePoint.• Develops & implements reports with repeatable processes to satisfy state or federal CMS reporting requirements. • Maintains best practices for report distribution and archiving that complies with federal & state statutes. • Continuous improvements of established reports in production to ensure best performance.• Estimates and proposals - accountable for proposal response and accuracy for area of responsibility.• Demonstrates use of tools, techniques and communications soft skills to build and maintain effective business relationships on behalf of IT. • Demonstrates Healthcare business process and/or functional knowledge.• Works closely with Corporate IT leadership to deliver key business initiatives, process improvements, managing SLAs and business communication. • Focus on building Trust relationship with stakeholders, such as State Officials, health plan Presidents/Senior Management and/or Corporate Executives to understand their business needs, strategies, priorities and key issues. • Provides knowledge of business processes, IT technologies and process to inform appropriate project triage. Consults with the business (as well as collaboration with IT) on project scope, assumptions development progress and estimation.• Translates business needs into IT work product and or project requests. Assimilates and documents business needs project requests and benefit value documentation including high level IT requirements, compliance implications and cost benefit analysis. • Strategically informs standard business case development method outlined by IT Project Support to support Evaluation and Prioritization. Advises on project benefit calculation drivers and able to explain benefits to Senior Leadership meetings.• Demonstrates advanced knowledge and understanding of business work pipeline, IT roadmap, business impacts and required interactions to link these efforts to portfolio management processes; facilitates with clients to ensure work is considered in pipeline.• Organizes complex project requests or issue successfully into manageable approaches and advise on project set up/structure based on proposed scope.• Facilitates estimation of staffing requirements, including resource skills, and support assigned project manager to assemble a team/or resolve start up issues (i.e., provide effective and complete hand off). Participates in and understands basic IT strategy development and Molina process design projects. Communicates best practices across health plans and Molina organization.• Partners with HSS leadership and with IT project managers on key initiatives to identify dependencies, issue escalation from business participants and project management and ensures engaged transition of projects into O&M support via SDM-Business interactions. • Conducts IT Sharing forum to effectively communicate and disseminate key initiative information or process changes.• Provides technical and process knowledge within IT across silos and business partners to support consulting, problem resolution/facilitation and effective intake and solutioning. Coaches and brings resources to bear on project deliverables including BRD, RRD, PR, and CR. • Participates in IT service development and reporting of service SLA's to Business stakeholders. Champions ITSM processes; provides training and support for process rollout, monitoring of processes and Business feedback to IT and effective roll out of revised processes.• Recognizes, identifies and documents changes to IT services and supporting processes and or opportunities for service delivery improvement. Facilitates groups for problem solving and service improvement including definition/documentation, business workflow analysis. • Develops effective processes, forums and tracking mechanisms to continuously improve process through Business feedback, proactive handling of Business complaints and facilitation of resolution. • Conducts semi-yearly service reviews of IT projects status/metrics, and major milestones. Conducts bi-weekly Operations and Issues meeting.• Works with SDM team to develop and enhance the ITIL Business Relationship Management (BRM) Model. • Develops and maintains an Service Delivery Plan for individual Health plans or Corporate functions to include Business strategies/needs with corresponding IT strategies/plans, IT projects, IT performance measurements, customer satisfaction improvement plans and other items as determined by the CIO, or AVP. • Communicates and facilitates issue resolution with 3rd Party Vendors.• Presents to SDM team the Semi-Annual IT Report to include: IT Accomplishments, Performance Metrics, Project Intake and Release Plan/Roadmap Status. • Utilizes standard communication protocols and forums to consistently provide updates and promotion of IT services/projects, which includes support and maintenance of marketing plan to promote within IT organization, IT wins/major projects and improves IT value perception both with IT employees and with our business community.• Effectively manages business escalations within the IT organization by ensuring appropriate accountability, sense of urgency, communication and follow through to closure. • Knowledgeable of State Medicaid contract Service Level Agreements and IT support for and understanding of these service levels.
