This position is part of the Organization of the Joint Chiefs of Staff, J7, Deputy Directorate Joint Training (DD JT). Position serves as a Command, Control, Communications, and Computer (C4) Event Planner, for JS J7, DD JT, EOD, responsible for the planning and execution of technical C4 support to JS J7 directed events to replicate the operational environment, enabling realistic joint training to improve the readiness of Combatant Commands (CCMDs), Services, designated joint and combined force headquarters and their coalition partners. The primary purpose of the position is to lead C4 planning efforts during joint training exercises. The C4 Event Planner acts as a subject matter expert for Telecommunications networks, to include the Joint Training Enterprise Network (JTEN). Aligns resource requests with the current and future needs of the organization and the organization's customers.

As a C4 Event Planner at the GS-0301-12/13 some of your typical work assignments may include:

Designs and implements Command, Control, Communications, and Computer (C4) architectures to support JS J7 Joint and Coalition training exercises.

Ensures that the C4 architectures are robust while having the flexibility to be reconfigured quickly to support emergent requirements.

During exercises, serves as the technical director for the Joint Exercise Control Group (JECG) and provides management oversight of the military, contractor and governmental matrixed team that establishes and provides reliable C4 systems to the JS J7 training staff and joint, Service and coalition exercise training audiences both in garrison and to deployed austere environments.

Manages the communication systems, equipment, and personnel during the execution phase of JS J7-sponsored exercises.

Provides technical advice and assistance in the formulation, establishment, and/or analysis of plans, programs and policies, and participates in the resolution of problems on complex, controversial, or precedent-setting matters applicable to joint C4 operations

Travel Required

50% or less - This position requires frequent travel of 30% to military/government installations and may be required to work other than normal duty hours in support of events.

Work is performed in an office environment. Assignments regularly require visits to military/government installations, to include shipping and receiving areas within the installations. Protective clothing, gear, and observance of safety precautions.

One year of specialized experience equivalent to the GS-11 grade level in the Federal service:

Participating in C4 planning efforts related to joint training exercises

Applying technical knowledge of C4 processes to assist in the execution of joint training exercises

Assisting with the design and implementation of C4 architectures to support joint training exercises

You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service:

Leading the C4 planning efforts related to joint training exercises

Applying technical knowledge of C4 processes to lead the execution of joint training exercises

Designing and implementing C4 architectures to support joint training exercises

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


Substitution of education may not be used in lieu of specialized experience for this grade level.

The OSD/JS FOIA Requester Service Center supports all actions related to Freedom of Information requests submitted by the public for access to records under the control of the Offices of the Secretary of Defense and Joint Staff. The Center is divided into three specific branches: the Initial Processing Branch; the Appeals, Policy, and Litigation Branch; and the Program Management Branch (see organizational chart (PPT | 358 KB)). The Initial Processing Branch is divided into three teams: Team B - Fast Track Requests and Mid-Term Complex Requests; Team C-Highly Complex Requests and Special Project Cases; and Team D-Legacy Cases (backlog cases and requests for older records). The Appeals, Policy, and Litigation Branch, consists of a Chief and three action officers. All administrative support is provided by the Program Management Branch.
