Overview of Regional Planning

The Regional Planning Department leads work to chart the future for the San Diego region through development and implementation of the Regional Plan and its Sustainable Communities Strategy. These planning efforts set forth a vision for the region’s future growth and development in ways that provide more housing and transportation options, address social equity in a meaningful way, preserve important open space and reduce greenhouse gas emissions in accordance with California Climate Change legislation. Using data, multimodal planning principles, and community input, the Corridor Planning team works closely with local, regional, state, and the public to develop Comprehensive Multimodal Corridor Plans, which are essential to competing for funding to implement the Regional Plan.

Role

The Senior Corridor Planner will lead the development of multiple data-driven Comprehensive Multimodal Corridor Plans, which identify transportation solutions to reduce congestion, support climate action initiatives, and improve travel for people and goods. This work requires close coordination and strong working relationships with local, regional, and state agencies and stakeholders. Immediate work includes procurement of consultant services and project management of multiple corridor plans, including data analysis, public engagement, and collaboration with agency partners.

This position is a Limited-Term employment opportunity and is expected to be funded until June 30, 2023.

Job Responsibilities:

• Develop programs that deliver projects and services in support of the agency’s top priorities and regional planning initiatives.

• Collaborate with key stakeholders such as local, state, and federal agencies, project partners, consultants, and operating agencies on various regional planning projects.

• Manage and develop effective public outreach efforts to inform, educate, and involve the public in the regional planning process.

• Prepare and present written, oral, and visual reports and recommendations to the Board of Directors, Policy Advisory Committees, community groups, private organizations, members of the public and other groups and audiences with diverse viewpoints.

• Develop project plans, Requests for Proposals, scopes of work, project deliverables, budgets, and schedules; participate in the selection of consultants and vendors; administer contracts and ensure projects progress on schedule, within the approved budget, and at a consistently high level of quality; ensure projects are completed in adherence to funding agency requirements.

• Manage and lead technical research, planning studies, and evaluations.

• Support policy advisory committees, and/or working groups; manage the preparation of agendas, reports, and meeting summaries; provide recommendations to the committees/working groups.

• Manage a small team of staff, assign work, provide feedback, support professional development activities.

Experience and Qualifications:

• A bachelor’s degree with major course work in urban, regional, climate, housing, or transportation planning, geography, or a related field. An advanced degree is preferred. A combination of relevant education and recent work experience may be considered in lieu of the bachelor’s degree requirement.

• A minimum of five years of recent professional experience in regional, climate, housing, or transportation planning, including some lead or supervisory experience.

• Demonstrated knowledge of the principles, practices, and current trends related to regional program planning; federal, state, and local laws, regulations, and requirements pertaining to regional policies, programs, and plans; and current political trends and recent technological enhancements to regional planning.

• Experience coordinating and delivering complex projects, programs, and services in support of planning initiatives; experience monitoring program performance and analyzing outcomes.

• Excellent organizational skills and the ability to manage several concurrent projects at various stages of completion.

• Ability to exercise discretion and political acumen with complex, sensitive, and confidential issues and conflicting agendas.

• Experience supervising and evaluating the work of direct reports; experience providing professional leadership; ability to delegate authority and responsibility.

• Experience coordinating projects through consultants; developing request for proposals, scopes of work, budgets, schedules and consultant selection; experience coordinating with consultants to ensure that projects are completed on time, within budget, and at a high quality.

• Demonstrated ability to establish and maintain cooperative and collaborative relationships with those contacted in the course of work including local, state, and federal agencies, project partners, consultants, and committees; ability to gain cooperation and consensus through discussion and persuasion.

• Ability to establish and maintain priorities and work independently; experience evaluating internal business processes and balancing workload with staff resources.

• Outstanding written and oral presentation skills and the ability to communicate technical information effectively to a broad range of audiences; experience preparing clear and concise administrative and management reports.

• Experience staffing committees and/or working groups, including the preparation of agendas, reports, and meeting summaries.
